Notes or transcript:  “In view of the fact that December 20 is the anniversary of the formal transfer of Louisiana to the United States, and on that day in 1803 the French flag was lowered and replaced by the stars and stripes; and since ground will be broken on that day in Forest Park, St. Louis, for the construction of the exposition, it is but fitting that the day be appropriately observed by all Missourians. It is deemed quite proper that the flag be raised over every school in the state on that day and the state executive has issued a proclamation to that effect.”
