Notes or transcript:  “St. Joseph is talking of placing street signs in that city at the expense of property owners. Four signs will be required to the block and the signs talked of will cost about $6.25 apiece or $25 for the block. There is no doubt but what the citizens of St. Joseph will be heard from before they pay the twenty-five ‘plunks,’ or submit to the Haynes law.”
